At a meeting of the inhabitants of Charleston, on May 7th : a committee was appointed to prepare a plan for the establishment of a fund to purchase or take up specialties or other authentic vouchers of debts due from the inhabitants of this state, with the view of extending credit to the persons owing the same, on their giving good and sufficient security for the repayment thereof; which committee having reported, the same was laid before a meeting of the inhabitants on June 11th, and after being considered and amended, was agreed to and is as follows.
