General noteFollowed by the "Petition of the Massachusetts officers to Congress," signed by B. Lincoln, and a resolution passed "at a respectable meeting of the officers of the late American army on the 4th of July, 1792, in the city of New-York."
General noteDated 1792 by Bristol. However, use of the short "s" suggests a later printing date. The only known copy, held by the American Antiquarian Society, is inscribed on verso "The Honble Mr. Mathewson of the Senate of the United States. Washington. Circular letter recd. Jan. 6, 1810," and is postmarked Dec. 30.
