By William Blount, governor in and over the Territory of the United States of America, South of the River Ohio, a proclamation : ... to appoint the fourth Monday in February next, the time, and Knoxville the place, for the persons duly elected to represent the several counties in the said Territory, South of Ohio, to meet together. Given under my hand and seal, at Knoxville, January 1st, 1794.
