| Abstract | "This book is about Ellicott City, a small town in central Maryland that recently experienced two devastating flash floods. Each flood was triggered by a supposed "once in a thousand years" rainfall event, yet they occurred just 22 months apart. After the first flood, county government launched an ambitious effort to create a watershed master plan, combining elements of flood resilience, historic preservation, and economic revitalization. After the second flood, more extreme and contentious proposals came to the front: tearing down the heart of the famed historic district, drilling an expensive and unproven mega-tunnel under the town, banning further development across the watershed. Despite the town's many advantages-wealth, access to expertise, a mobilized community, and a stout identity steeped in 250 years of history-Ellicott City found itself mired in a deeply divisive argument over what to do"-- Provided by publisher. |
