He earned his B.A. degree in music from Livingstone College in 1978. Waters moved to New York City in 1981, working as an audition pianist and cabaret arranger. In 1983, he obtained a position as onstage pianist for Ain't Misbehavin'. Waters went on to orchestrate, conduct and direct music for such hit Broadway productions as Jelly's Last Jam, Bring in 'Da Noise, Bring in 'Da Funk, The Color Purple, Memphis: A New Musical, After Midnight, and Shuffle Along, Or the Making of the Musical Sensation of 1921 and All That Followed in 2016. He served as music director for Eartha Kitt Productions from 1986 to 2008. Waters received Tony, Drama Desk, and Audelco Awards for his orchestrations, in addition to numerous nominations.;
