She received her B.S. degree in Political Science and Journalism in 1978, and her M.P.A. degree in public administration in 1982, both from the University of Nevada, Las Vegas (UNLV). Between 1985 and 1992, Gates was a member of the Clark County School District Board of Trustees in Las Vegas. She worked as Research and Planning Manager for Clark County's Department of Social Service and Personnel Manager for the Department of Aviation. Gates won her first term on the Clark County Commission for District D in Las Vegas in 1992, and in 1995, became the first African American woman to serve as Commission Chair. She became chair of the Democratic National Committee's Black Caucus in 2002 and a super-delegate for Nevada until 2008. In 2012, she completed her Ph.D. in Public Administration at UNLV.;
