Williams received her B.A. degree from Bates College in 1966, her M.A. degree from Tufts University in 1967 and her J.D. degree from Catholic University of America in 1973. She clerked for Supreme Court Justice Thurgood Marshall and Judge Spottswood W. Robinson, III of the United States Court of Appeals for the District of Columbia Circuit. She served as Chief Counsel of the Senate Committee on the Budget and as Administrator of the Office of Federal Procurement Policy. As the first African American to join Crowell & Moring, LLP in 1982, she became a partner in two years. Williams served with distinction as a Public Life Member of the Internal Revenue Oversight Board and Chair of the Red Cross Governance Advisory Committee.;
