Taylor was born on December 24, 1930, in St. Paul, Minnesota, and raised in Indiana, Taylor received his B.S. degree in journalism from Indiana University before joining the Air Force in 1953. He served as a public information officer stationed in Saigon, Vietnam, and Bangkok, Thailand, during the Vietnam War before returning to the United States to work in the Pentagon. In July 1977, Taylor became director of defense information, the military officer responsible for public affairs support to the secretary of defense. Taylor helped the military manage media relations on missing nuclear bombs, returned prisoners of war and the failed Iranian hostage rescue. After retiring from the military in 1980, Taylor worked for the oil industry before starting his own public relations consulting firm, Action Image. Taylor and his wife, Phyllis, lived in Maryland.;
