In 1972, Dortch graduated from Fort Valley State University in Georgia. In 1974, he became the associate director of the Georgia Democratic Party. Then, in 1978, Dortch began working for U.S. Senator Sam Nunn and eventually became state director, the first African American to serve in this position. In 1986, he joined 100 Black Men of America and then was named chairman of 100 Black Men of America's national board. That same year, he earned his M.A. degree in criminal justice administration from Clark Atlanta University. In 1994, after more than sixteen years of government service, Dortch became CEO of the consulting firm TWD, Inc. and Atlanta Transportation Systems, a Fulton County paratransit company.;
