Starks received a dual degree from Western Illinois University and later earned his M.B.A. degree from the Illinois Institute of Technology. After working in corporate America in banking and finance, Starks and his wife, Alicia, formed Inner-City Entertainment, the country's first African American-owned cinema chain. In 1997, in competition with Magic Johnson, Starks won financial support from the city of Chicago to build three multiplex theaters on Chicago's South and West sides. The company partnered to create the Meridian Entertainment Group in 1999, which began by opening a chain of Meridian Theaters and then acquired eight existing Chicago movie theaters. Starks later expanded his movie chain to inner-city neighborhoods around the country, controlling at one time 20 percent of Chicago's movie screens. The Starks operated their original multiplex investment as community centers.;
