Smith attended Washington Elementary School and graduated from Soldan High School in 1957. Smith earned his B.A. degree from Monmouth College in 1962 and his J.D. degree from Howard University Law School in 1965. Employed by the Missouri Commission on Human Rights in 1966, Smith entered private practice in 1968. In 1970, he was appointed City Court Judge and then served on the St. Louis City Council from 1975 to 1987. In 1980, Smith was hired as the first African American member of Anheuser Busch's Corporate Affairs Department. There, he launched a Minority Business Development Program and became vice president of corporate affairs for Anheuser-Busch Companies. Smith was a member of the board of directors of Howard University from 1989. He was senior partner at The Smith Partnership, P.C. and a partner in the law firm of Wilson, Smith & McCullin.;
