He received his B.A. degree in government from Dartmouth College and his M.Div. degree from Andover Newton Theological Seminary. McCall was elected to the New York State Senate in 1975 and served three terms. He was named the state's commissioner of human rights, served as a vice president of Citicorp from 1985 to 1993 and as president of the New York City Board of Education from 1991 to 1993. In 1993, McCall became the first African American elected comptroller of New York State. He ran unsuccessfully for Governor of New York in 2002 and later launched his own firm. McCall helped establish the Inner City Broadcasting Corporation, sat on boards of the New York Stock Exchange, TYCO International and Ariel Investments, and served as chairman of State University of New York Board of Trustees.;
