He earned his B.S. degree in civil engineering from Howard University, his M.S. degree in sanitary engineering from the University of Illinois, and his Ph.D. degree in civil and environmental engineering from the University of Delaware in 1982. After completing his graduate studies, Johnson joined the faculty of Howard University. Johnson's research focused on the treatment of hazardous compounds, contaminated soil and explosive waste, and environmental policy. In 1996, Johnson was named dean of Howard University's College of Engineering, Architecture, and Computer Sciences. In 2010, he was appointed chair of the National Advisory Council for Environmental Policy and Technology (NACEPT), the first African American to chair this independent committee for the Environmental Protection Agency (EPA). He became director of EPA's National Center for Environmental Research (NCER) in 2012.;
