He obtained his B.A. degree in economics from Harvard University in 1979, and in 1986, received his M.B.A degree from Harvard School of Business. Simmons began his career at IBM, working in local sales and national marketing areas. He then worked for Wang Laboratories and the Bankers Trust Company as vice-president of corporate finance. In 1992, Simmons joined PricewaterhouseCoopers as senior manager, managing mergers and acquisitions. In 2001, Simmons became managing partner of the Washington, D.C. Metro area and served as its chief diversity officer. He served as chair of the Partner Admission Committee, as member of the Human Capital Leadership Team and as executive board member of the Association of Latino professionals. Simmons was appointed to serve as PwC's Charitable Foundation Board President. In 2011, he was awarded the Corporate Community Investment Award for his involvement in youth mentoring.;
