Carney attended Chicago's Holy Angels Catholic School and Joachim Junior High School. He graduated from De La Salle High School in 1969. Carney earned his B. A. degree in psychology from Loyola University of Chicago; and his J. D. degree from DePaul University. He began his career as a teacher at St. Ignatius Preparatory High School in Chicago. He worked for several Chicago area law firms including Wildman, Harold, Allen & Dixon, focusing his practice on real estate development; and Lafontant, Wilkins & Butler. He represented many organizations including Alpha Kappa Alpha Sorority, Inc. In 2003, Carney joined the Seattle-based firm, Perkins Coie, and began specializing in government relations law and lobbying issues in the City of Chicago. He later became chairman of the Chicago Police Board. He was also a planning commissioner.;
