Kirkland earned his B.A. degree in international relations in 1959 and his M.M.S. degree in social services from Syracuse University in 1961. He became chair of St. Louis University's Social Group Work Program in 1964. From 1964 to 1967, Kirkland worked for the Peace Corps, training in Honduras for community development. In 1970, Kirkland became an associate professor at the George Warren Brown School of Social Work at Washington University in St. Louis where he founded the Economic Development Concentration in 1980. He co-founded Washington University's Black Studies Department in 1974. In 1976, he was named Missouri's director of transportation. Kirkland consulted on issues of racial, ethnic and cultural sensitivity for school districts nationwide and joined international trade missions. He serves as the social economic developer of "The Helping Village" in East St. Louis.;
