He was the valedictorian of his graduating class at Michael C. Riley High School in Bluffton, South Carolina, in 1960. He received his B.A. degree in biology from Savannah State College and his M.A. degree at Tufts University in Medford, Massachusetts. In 1980, Campbell became the director of the Penn Center on St. Helena Island. He spearheaded efforts to create family connections between the Gullah people of South Carolina and the people of Sierra Leone in West Africa. His book Gullah Cultural Legacies and his work in translating the New Testament of the Bible into the Gullah language are among his many efforts to preserve the Gullah culture and history. Campbell hosted the Gullah Heritage Trail Tours through the ten original neighborhoods on Hilton Head Island.;
