She received her M.S. degree in public health from Columbia University in New York City in 1979. She pursued a Ph.D. degree in higher education and an E.M. degree in business. While living in New York, she became interested in the black arts movement where she studied and participated in theatre, dance and visual arts. She worked in government positions related to public health and human services in New Jersey for nine years before returning to her hometown, Memphis. As an administrator at Shelby State Community College, she oversaw the school's entrepreneurial programs. Nelson-West started her own community development consulting business, Creative Communities, and worked as executive director of the Memphis Black Arts Alliance.;
