Abstract Agricultural engineer Essex E. Finney was born in Powhatan County, Virginia in 1937. Finney earned his B.S. degree from Virginia Polytechnic Institute in 1959 and his M.S. degree from Pennsylvania State University in 1960. In 1963, he was the first African American to receive his Ph.D. degree from the Department of Agricultural Engineering at Michigan State University. In 1965, Finney accepted a position with the U.S. Department of Agriculture's Beltsville Research Center in the instrumentation research laboratory. He was appointed assistant director of the center in 1977. From 1980 to 1981, he served as a senior policy analyst in the office of the science advisor to Presidents Jimmy Carter and Ronald Reagan. In 1989, Finney was named director of the Beltsville Research Center. His next position was at USDA headquarters in Washington, D.C., where he served as the associate administrator for the Agricultural Research Service. Finney retired from USDA in 1995.
