Graduating from a Bronx high school, he entered Lincoln University on a basketball scholarship, but graduated from West Virginia State University. In 1959, he received his M.D. degree from the University of Geneva, in Switzerland. In 1969, he helped found New York's Addiction Research Treatment Corporation and continued for many years as its executive director. A.R.T.C. is one of the largest minority nonprofit community-based substance abuse treatment programs in the country. Since 1983, Primm was president of the Urban Resource Institute, an umbrella organization supporting community-based initiatives and social service programs for battered women, the disabled, substance abusers, HIV, and AIDS victims. As one of the world's foremost experts on HIV and AIDS, he served on the Presidential Commission on the Human Immunodeficiency Virus Epidemic, Primm passed away on October 16, 2015, at the age of 87.;
