After earning her Ph.D. from the University of Maryland in 1971, Jarvis continued her work at the National Institute of Mental Health as a researcher until 1978. The following year, she was elected to the City Council of the District of Columbia where she served for twenty-one years. While there, she pushed for legislation that would boost the local economy and helped build the MCI Center. In 1996, Jarvis was named president of Southeastern University. Her career garnered her numerous awards, including several honorary degrees. Washingtonian named her one of the Ninety-Nine Washingtonians of the Year in 2000. She was featured in several editions of Who's Who. She was also active on a number of boards, including the Executive Committee of the Federal City Council. She was recipient of the 2002 Brotherhood-Sisterhood Award.;
