His declaration is a usurpation of the royal prerogatives, and calls in question the legitimacy of the Prince of Wales, and asks for a free Parliament, which cannot exist while there is a foreign army in the country. The King recalls his recent acts, and promises a full redress of all grievances when the invasion is repulsed.--Steele.
