Summary Annotation To intelligently select underwater communication and networking standards, it must be possible to rank the performance of candidate coding schemes and protocols for realistic topologies, applications and environments The cost and logistic complexity of conducting extensive trials at sea over a wide range of parameters inevitably steers interest towards modelling and simulation We therefore need to first develop physics based simulation, emulation and hardware in the loop technologies to estimate performance These must be validated with select at sea comparisons, which may include low cost internet connected testbeds This conference aims to bring together key people in UW communications networking to review the state of the art and share understanding of performance constraints and trade offs with a view to catalysing consensus on standards for interoperability
