In Council, May 24, 1808 : His Excellency the governor laid before the Council sundry papers from Major-General Sewall and Brigadier-General Chandler, touching the formation of several new regiments in the Eighth Division ... The Council thereupon advise the governor to issue his orders for forming three new regiments ... as recommended by Major-General Sewall; which is as follows, viz.
