The committee consisting of Mr. M'Henry, Mr. Read and Mr. Pettit, to whom were committed a motion of Mr. M'Henry, beg leave to submit the following resolution : That it be, and hereby is recommended to the several states, to vest the United States in Congress assembled, with the sole and exclusive right and power of establishing and regulating post-offices throughout the United States.
