Report, &c. The secretary of war, and the secretary and comptroller of the Treasury, in pursuance of the act, passed on the seventh day of April 1798, entitled "An act for the relief of the refugees from the British provinces in Canada and Nova Scotia," respectfully submit to Congress, the following special report on the claim of Seth Harding.
