By the president of the Delaware state, a proclamation : ... requiring all persons to exert themselves ... for apprehending and securing all prisoners escaping as aforesaid. Given under my hand and the great seal of the state, at New-Castle, the nineteenth day of April, in the year of our Lord one thousand seven hundred and eighty-two.
