Summary The purpose of this thesis is to examine the position of Captain of the Port of New York during World War I. This work also discusses the man who held this position, Capt. Godfrey L. Carden. During World War I the U.S. Coast Guard was responsible for overseeing the loading and handling of munitions leaving the Port of New York. The job of the Captain of the Port was to oversee the various anchorage areas, especially and including those anchorage areas that dealt with the loading of munitions bound for the European front. In New York this responsibility fell on Captain Carden who, as the division commander of New York, commanded the largest Coast Guard unit during the war. Carden was able to achieve this goal with a perfect safety record, no major incidents occurred in his area of responsibility and no lives were lost. This work discusses Carden's Coast Guard career, illustrating how his previous assignments led him on a path that would eventually make him the choice candidate to become the Captain of the Port of New York. The thesis also clarifies the office of the Captain of the Port and Carden's role in developing the port security program of the Coast Guard.
