General note"The repeal of the Missouri compromise 'a departure' (in the words of Mr. Douglas) 'from the course pursued on the memorable occasion' of the Compromise of 1850, and a palpable violation of the admitted meaning and principle of that compromise, as understood by him and other senators and by the President and his organ previous to the 4th of January, 1854, and which they were bound by their sacred pledge of honor to their party and the country to maintain 'as a final settlement'--'a final compromise' of the slavery question."
