General noteAttributed to Carter on the authority of a statement in his "The recotr detected," 1764, p. iii: "I thought myself obliged, in duty to my country (some years ago) to take notice of a most severe charge against the legislature in a letter from a late Bishop of London to the Board of Trade, on the subject of the act of Assembly ... vulgarly called the Two-penny act."
General noteThe Bishop's letter which is quoted in the text, interspersed with the writer's comments, is printed entire in W.S. Perry's Papers relating to the history of the church in Virginia, 1870, p. 461-473; also in the introduction (p.iii-vi) to another reply which it called forth, Richard Bland's "A letter to the clergy of Virginia", 1760.
