Report of the Committee on Foreign Relations, who were instructed to inquire into the expediency of making provisions by law to release all or any claims of the United States to penalties or forfeitures under acts which have imposed prohibitions or temporary restrictions on commercial intercourse : and to discontinue prosecutions therefor, upon payment of costs legally incurred.
