By His Excellency Sir Henry Clinton, K.B. general and commander in chief of all His Majesty's forces, within the colonies laying on the Atlantic Ocean, from Nova-Scotia to West-Florida, inclusive, &c. &c. &c. Proclamation : Whereas there are several deserters from His Majesty's troops, as well as from the foreign troops under my command, who are known to be serving with the enemy ... I do hereby proclaim a free pardon to any deserter ... who shall voluntarily surrender himself.
