By the United States in Congress assembled, August 7th, 1781 : Whereas the states of New-Hampshire and New-York have submitted to Congress the decision of the disputes between them and the people inhabiting the New Hampshire Grants ... resolved, that a committee of five be appointed to confer with such person or persons ... respecting their claim to be an independent state.
