Abstract |
"Secretary of State Hillary Clinton "set the tone for some actors in our country and gave them a signal. They heard the signal and with the support of the U.S. State Department [they] began active work." Vladimir Putin made this claim following Russia's parliamentary elections in December 2011. Putin had recently announced his intention to return as president after a term as prime minister and was expecting a smooth transition. Instead, he was met by Russia's largest protests in years.
