Taylor was born on August 9, 1925 in Jacksonville, Florida. In 1943, Taylor joined the U.S. Navy and served in the Pacific Theater during World War II. Taylor enrolled at Tuskegee Institute with support from the Army G.I. Bill. Taylor enlisted in the Reserve Officer Training Corps, the precursor to the Tuskegee Airmen. He trained at the Tuskegee Army Airfield from 1946 to 1949. In 1971, Taylor became the first African American promoted to full colonel at Fort Jackson, South Carolina. Taylor was one of the few Americans who served the United States in three major wars - World War II, Korean War and Vietnam War. He served in both the U.S. Navy and Army.
