Abstract A month after becoming president, Gerald Ford offered a "free, full, and absolute pardon" to former president Richard Nixon for any crimes he may have committed during the Watergate bugging and conspiracy. While the move elicited a strong negative reaction from the public, historians argue that it also allowed Ford to focus on more critical issues such as high unemployment and the energy crisis.
