By the lieutenant governor of the Commonwealth of Virginia, a proclamation : Whereas I have received information that a pestilential or contagious desease prevails in the West-Indies ... Given under my hand, as lieutenant governor, in the absence of the governor, and under the seal of the Commonwealth, at Richmond, this second day of August, in the year of our Lord, one thousand seven hundred and ninety-four.
