The Board of Treasury, to whom "it was referred to report a requisition for the current year, including one year's interest on the foreign debt, and such part of the principal as may become due in the ensuing year; and providing for the payment of one year's interest on the domestic debt, in a mode most convenient to the states, and advantageous to the union."
