Message from the president of the United States : inclosing a letter to him from the governor of South-Carolina, accompanying a number of depositions of witnesses to several captures and outrages committed within and near the limits of the United States, by a French privateer, called the Vertitude, or Fortitude; and also copies of certain other depositions relative to the same subject, transmitted by the collector of the District of Charleston. : February 5th, 1798.
