At a General Assembly of the governor and company of the state of Connecticut, holden at Hartford, by special order of His Excellency the governor, on the eighth day of January, 1783 : Resolved by this assembly, that a tax of one shilling lawful money on the pound, be ... laid upon the polls and rateable estate ... which tax is hereby appropriated for the payment of the charges of government.
